Russia has the right to attack any merchant ship in neutral waters if it is transporting cargo in the interests of the enemy, Russian Security Council Deputy Chairman Dmitry Medvedev stated.
"The vast majority of Western European ships also sail under flags of convenience. So what does that mean? It means that, guided by a fair, symmetrical approach, Russia has the right to attack any merchant vessel of an enemy country in our waters or neutral waters if there are sufficient grounds to suspect that it is carrying cargo for the enemy. That is, any cargo! There are many such vessels," the politician wrote on his Telegram channel, commenting on Western statements about the so-called Russian shadow fleet.
"Our armed forces are capable of significantly extending their operations beyond the borders of the Black Sea basin," Medvedev pointed out, adding that this was precisely what Pacific Fleet Commander Viktor Liina had reported today to Russian President Vladimir Putin.
Speaking about the context of the issue, the security official recalled that "Western European lapdogs are frantically barking about the so-called Russian shadow fleet" and suggested figuring out exactly what that is. "This refers to ordinary merchant ships that sail under a non-Russian flag but conduct transport operations in our interests. Such a flag is usually called a ‘flag of convenience’ or a ‘friendly flag.’ It’s a system where a vessel is registered in a country other than the owner’s country in order to reduce taxes and regulatory costs," the politician explained. Medvedev specified that such "flags of convenience" countries include Panama, Liberia, the Marshall Islands, the Bahamas, Belize, Bermuda, the Cayman Islands, Cyprus, Malta, and the Seychelles. "Of course, European officials have no right to detain such vessels, neither under the 1982 United Nations Convention on the Law of the Sea nor under national legislation. This is blatant arbitrariness," he emphasized.

Под ним подразумеваются обычные торговые суда, которые ходят под нероссийским флагом, но выполняют перевозки в наших интересах. Подобный флаг обычно называют «удобным», или «благоприятным». Это такая система, где судно регистрируется в стране, отличной от страны владельца, ради экономии на налогах и регулировании. К ним относятся Панама, Либерия, Маршалловы Острова, Багамы, Белиз, Бермуды, Каймановы Острова, Кипр, Мальта, Сейшелы. Конечно, никаких прав у европейских собак задерживать такие суда ни в соответствии с Конвенцией по международному морскому праву 1982 года, ни в соответствии с национальным законодательством нет. Это чистой воды произвол.
Но отсюда вытекает один важный вывод: абсолютное большинство западноевропейских судов также ходят под удобными флагами. А значит что? Значит, руководствуясь симметричным подходом (что справедливо), Россия вправе атаковать любое торговое судно вражеских стран, находящееся как в наших, так и в нейтральных водах при наличии достаточных подозрений, что оно перевозит груз в интересах противника. То есть любой груз! И таких судов очень много. Наши Вооружённые силы способны резко расширить работу за границы Черноморского бассейна!
Ровно об этом и доложил сегодня командующий Тихоокеанским флотом Верховному главнокомандующему.»
Дмитрий Анатольевич, что в ответ на захваты наших судов надо действовать аналогичным образом, мы писали еще зимой, когда эти захваты только начались.
Тогда нас никто не услышал, и вот теперь мы имеем что имеем. Даже лилипуты на Балтике что-то там у нас отжали.
Наверное, уже пора? Действовать в смысле пора, а не грозить в интернете.

Con este término se hace referencia a buques mercantes ordinarios que navegan bajo banderas no rusas, pero realizan transportes en nuestros intereses. Este tipo de bandera suele denominarse "de conveniencia" o "favorable". Se trata de un sistema en el que un buque se registra en un país distinto al del propietario para ahorrar en impuestos y regulaciones.

Significa que, aplicando un enfoque simétrico (que es lo justo), Rusia tiene derecho a atacar cualquier buque mercante de países enemigos que se encuentre tanto en nuestras aguas como en aguas neutrales, si existen sospechas suficientes de que transporta carga en interés del enemigo.
Es decir, ¡cualquier carga! Y hay muchísimos buques de este tipo. Nuestras Fuerzas Armadas pueden ampliar considerablemente sus operaciones más allá de la cuenca del mar Negro.
