Four winters since the war on Gaza began, hundreds of thousands of Palestinians are still without proper shelter.
Once again, they face another winter with little more than torn tarpaulins and makeshift tents to protect them from the elements.
The latest storm has exposed just how fragile that protection is. In just a few hours, heavy rain and strong winds tore through shelters families had spent days trying to reinforce.
Tarpaulins ripped apart and floodwaters soaked mattresses, pillows, clothes, and whatever people had managed to hold on to.
The scale of the exposure across the Strip is enormous. The UN estimates that nearly 950,000 displaced Palestinians are sheltering in areas at moderate or high risk of flooding. More than 400,000 of them are in locations considered highly vulnerable.
The danger is not limited to tents. About 44,000 Palestinians are sheltering in more than 2,300 buildings that are considered to be at high risk of collapse.
