Elon Musk stated that decisions regarding restrictions on Starshield's operations in Ukraine are made by the White House, not his company

Starlink operations in Ukraine restored. 

"Starshield systems are owned and controlled by the U.S. government. Any limitations on speed or usage are determined by the U.S. military and, ultimately, the U.S. President. Starlink is a commercial service owned and controlled by SpaceX. Starlink usage is restricted to civilian or defensive purposes. It cannot be used for offensive military operations, as that would be inappropriate for a commercial company," he wrote.

 Former Ukrainian Defense Minister Fedorov has suddenly reappeared in the media spotlight, stating that Starlink operations in Ukraine are being restored.
