Ukrainian media outlet releases Kiev’s 20-point peace plan

 Zelensky insists on a 20-point peace plan that Ukraine presented to the American side at recent talks in the United States. RBC-Ukraine news agency released details of the draft following Zelensky’s meeting with the press.

His peace plan includes, among other things, reaffirming Ukrainian sovereignty, signing a non-aggression pact with Russia with monitoring along the line of engagement (no details provided), and security guarantees (no details available either). Ukraine would have a peacetime army of about 800,000 troops, with the United States, NATO and Europe providing Ukraine with security guarantees similar to the North Atlantic Alliance’s Article 5.

While Point 6 stipulates reaching a binding non-aggression agreement with Russia, Point 7 envisages Ukraine’s accession to the EU in "due time" (there is no specific date in the latest draft even as Ukraine would like to have one set on paper). Under Point 8, Kiev would be given a "global aid package," and a $800 billion restoration fund should be established in line with Point 9. The next, 10th point makes it obligatory for Ukraine to expedite a free-trade agreement with the United States.

Point 11 formulates Ukraine’s non-nuclear status, and Point 12 covers the Zaporozhye Nuclear Power Plant (ZNPP), a provision that Ukraine has failed to agree with the United States on. The United States allegedly pushes for a Washington-led governance plan involving the United States, Russia and Ukraine. Point 13 envisages the introduction of educational programs that would promote tolerance of various cultures in Ukraine. Point 14 discusses territory, but the United States and Ukraine have failed to find common ground here either, as Ukraine refuses to withdraw troops from Donbass. [TASS]

  1. Zelensky said the latest version of a plan to end the Russian invasion would freeze the front line, but still pave the way for Ukrainian withdrawals and the creation of demilitarised zones.

    Mr Zelensky said the 20-point plan, agreed on by US and Ukrainian negotiators, was being reviewed by Russia.

    The Kremlin is unlikely to abandon its hardline territorial demands and Mr Zelensky also conceded there are some points in the document that he does not like.

    But it appears Kyiv has managed to shift the plan away from an original 28-point US proposal, which adhered to many of Russia's core demands.

    That plan had demanded that Ukraine withdraw from the 20% of the Donetsk region it still controls and that land occupied by Moscow be recognised as Russian territory.

    A requirement for Kyiv to legally renounce its bid to join NATO has also been dropped from the latest plan, though the United States has long said it would not admit Ukraine to the bloc.

    "In the Donetsk, Lugansk, Zaporizhzhia, and Kherson regions, the line of troop deployment as of the date of this agreement is de facto recognised as the line of contact," Mr Zelensky said of the latest version.

    "A working group will convene to determine the redeployment of forces necessary to end the conflict, as well as to define the parameters of potential future special economic zones," he added.

    Mr Zelensky shared details of the 20-point plan with journalists in a briefing in Kyiv yesterday, published early this morning.

    This appears to suggest the plan opens the way for, but delays, options that Ukraine was previously reluctant to consider - a withdrawal of troops and the creation of demilitarised zones.

    "We are in a situation where the Russians want us to withdraw from the Donetsk region, while the Americans are trying to find a way," Mr Zelensky said.

    "They are looking for a demilitarised zone or a free economic zone, meaning a format that could satisfy both sides," he continued.

    Ukraine also suggested Energodar, a city occupied by Russia that manages the Zaporizhzhia power plant, could become a demilitarised zone.

    Any plan that involves Ukraine pulling back its troop would need to pass a referendum in Ukraine, Mr Zelensky said.

    "A free economic zone. If we are discussing this, then we need to go to a referendum," Mr Zelensky said.

    The plan also sees joint US-Ukrainian-Russian management of the Zaporizhzhia plant, occupied by Russian troops. Zelensky said he does not want any Russian oversight of the facility.

    He also said Ukraine would hold presidential elections only after an agreement is signed.

  2. Zelenskyy has revealed details of the latest US-led plan to end the war in Ukraine, saying it had been agreed between negotiators from Kyiv and Washington and sent to Moscow for feedback.

    The document will be supplemented by additional bilateral agreements between the United States and Ukraine on security agreements and reconstruction.

  4. Зеленский заявил, что не отменит военное положение в случае прекращения конфликта на Украине. Оно продлится "еще несколько месяцев" после подписания соглашения, пишут украинские СМИ.

    Глава киевского режима также добавил, что не собирается полностью отменять мобилизацию.

    "Мобилизацию можно трансформировать или не делать в условиях, когда есть соглашение и оно реализуется, а, может, делать частично и частично демобилизовать людей".
