The United States has decided to send cluster munitions to Ukraine, multiple news outlets have reported, despite concerns about the deployment of weapons banned by more than 100 countries.
A weapons package including cluster munitions fired from a 155-millimetre Howitzer cannon is expected to be announced as soon as Friday, three US officials told the Reuters news agency on condition of anonymity.
The New York Times, citing people familiar with the discussions who requested anonymity, reported that several of US President Joe Biden’s key aides, including Secretary of State Antony Blinken, had recommended the US send the weapons at a meeting of top national security officials last week, despite what they described as their own deep reservations.
When detonated, cluster munitions scatter dozens of small bomblets over a large area. If unexploded, these bomblets will present a threat to civilians for years to come.
The Convention on Cluster Munitions was signed in 2008 and took effect in 2010. By now, 111 countries have joined it. Another 12 nations have signed the document, but have yet to ratify it.
According to Human Rights Watch, the real dud rate of cluster munitions is often way higher than formally declared by the military, potentially leading to numerous casualties among the civilian population.

Germany says it opposes sending cluster munitions to Ukraine a day after US officials said Washington was planning to provide Kyiv with the weapons.
ReplyDeleteGerman Foreign Minister Annalena Baerbock said Germany, as one of 111 states party to the Convention on Cluster Munitions (CCM), did as well.
Asked for a comment on what US officials had said, Baerbock told reporters at a climate conference in Vienna: “I have followed the media reports. For us, as a state party, the Oslo agreement applies.”
