Minsk Group discusses preparations for Paris summit on Nagorno-Karabakh with Armenian and Azerbaijani Foreign Ministers

New York City, 25 September 2014 – The Co-Chairs of the OSCE Minsk Group (Ambassadors Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France) met with Armenian Foreign Minister Edward Nalbandian and Azerbaijani Foreign Minister Elmar Mammadyarov this week at the United Nations General Assembly.  The Co-Chairs were joined by the Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk.

In a joint meeting, the Co-Chairs and the Foreign Ministers discussed preparations for the upcoming summit at the end of October in Paris. 

  • At the summit, the Presidents of Armenia and Azerbaijan plan to continue their dialogue on key elements of a settlement to the Nagorno-Karabakh conflict.  
The Co-Chairs expressed their hope that the Presidents would hold productive discussions to make progress towards a lasting settlement.  Ambassador Andrieu briefed participants on issues that could be included on the summit agenda. The Co-Chairs intend to travel to the region soon.
The Co-Chairs also met with OSCE Chairperson-in-Office (CiO) Didier Burkhalter to discuss the latest developments in the peace process.  They provided the CiO a readout of the Presidents’ recent meetings in Sochi and Wales, and informed him of preparations for the Paris summit.

    A trilateral meeting of the presidents of Armenia, Azerbaijan and France within the frameworks of the negotiation process on the Nagorno-Karabakh conflict has begun in Paris on Monday.

    An official dinner will be held after the tripartite meeting of the presidents on behalf of the President of France Francois Hollande in honor of Armenia's Serzh Sargsyan and Azerbaijan's Ilham Aliyev.

    Earlier on Monday in Paris, a meeting between Sargsyan and Aliyev was held. Bilateral and trilateral talks are held on the initiative of French president.

  2. OSCE : le conflit entre l'Arménie et l'Azerbaïdjan risque de s’exacerber ...

    La destruction d'un hélicoptère militaire dans le Haut-Karabakh risque d’exacerber le conflit gelé entre l’Arménie et l’Azerbaïdjan, le dernier pays ayant perdu ces territoires il y a 20 ans suite à un conflit armé, a indiqué le secrétaire général de l’OSCE Lamberto Zannier.

    Ce mercredi, un hélicoptère qui appartenait à l’armée de la république non reconnue du Haut-Karabakh a été abattu dans la région d'Agdam, en Azerbaïdjan. Selon le ministère de la Défense de l'Azerbaïdjan, il s’agissait d’un Mi-24 des forces aériennes de l’Arménie, qui essayait d’attaquer des positions de l’Azerbaïdjan.

    À son tour, le ministère de la Défense du Haut-Karabagh a indiqué que l’hélicoptère Mi-24 de l'armée de la république, qui réalisait un vol d'entraînement, avait été abattu à cause de la violation du cessez-le-feu.
